Korea Eximbank and Korea Health Industry Development Institute Enter into MOU to Strengthen International Development Cooperation and Support Overseas Expansion of Korea’s Medical Industry

□ The Export-Import Bank of Korea (www.koreaexim.go.kr, Chairman Bang Moon-kyu, “Korea Eximbank“) announced on May 13 that it has signed a Memorandum of Understanding (MOU) with the Korea Health Industry Development Institute (President Kwon Soonman, “KHIDI“) to strengthen bilateral cooperation in international development in the healthcare and medical sector and support Korean companies’ expansion into overseas markets in the industry.

 

ㅇ Korea Eximbank Chairman Bang Moon-kyu met with KHIDI President Kwon Soonman at the headquarters of the Bank in Yeouido and signed the MOU for mutual cooperation between the two institutions.

 

 

□ Korea Eximbank is responsible for the operation and administration of the Economic Development Cooperation Fund (EDCF*), one of the ODA programs offered by the Korean government, and a leading export credit agency that supports Korean companies' overseas expansion.

 

ㅇ KHIDI is a research institute specializing in fostering the healthcare industry in Korea and promoting global cooperation in the health and medical fields.

* Economic Development Cooperation Fund (EDCF) : It is a form of Korean official development aid established by the Korean government in 1987. Korea Eximbank is responsible for the operation and management of the fund entrusted by the Ministry of Strategy and Finance. It provides long-term low-interest loans to support industrial development and economic stability in developing countries and promote economic exchanges between developing countries and Korea.

 

 

□ Through the MOU, both institutions agreed to △ Establish strategies to support the health and medical sectors of EDCF’s priority partner countries, △ Strengthen cooperation throughout EDCF project process including business model and project development, and △ Support the overseas expansion of biotech companies and innovative pharmaceutical and medical equipment companies that they jointly identified, by providing advisory and financing support.

 

 

□ Korea Eximbank has been contributing to the improvement of health and medical environment in developing countries by providing assistance in building hospitals and supplying medical equipment and materials through EDCF support.

 

ㅇ Amid surging demand for financial support for the health sector from developing countries in the wake of the wide spread of the COVID-19 pandemic, the Korean government announced in January that it would increase the amount of EDCF support in the health sector from $400 million in 2020 to $1 billion in 2025.

□ Upon the signing the MOU, the Bank plans to establish cooperation strategies for the health sector of newly-selected EDCF priority countries with the assistance of KHIDI’s know-how and schemes to support the sector, and build its mid-to long-term support strategies with specific plans.

 

ㅇ The two organizations plan to effectively respond to the demands for improving the healthcare sector of developing countries by developing 'customized infectious disease response models' consisting of diagnosis, epidemiological investigation, and treatment process, based on Korea’s quarantine model.

 

ㅇ In addition, the Bank plans to provide financial advice and preferential financing support to the biotech companies seeking overseas expansion that the two institutions jointly selected in connection with KHIDI's project to nurture biotech companies in Korea.

 

 

□ After signing the MOU, Chairman Bang said, "We hope the two organizations will contribute to the realization of Universal Health Coverage (UHC*) in developing countries and promote Korean biotech companies' advancement into overseas markets."

* Universal Health Coverage (UHC): The practical concept of "Leave No One Behind" among the UN's Sustainable Development Goals (SDGs) is to ensure that everyone receives essential health care without financial difficulties.

 

□ On his turn, KHIDI President Kwon said, "The cooperation between the two organizations will be of practical help to the health and medical sector of recipient countries and contribute to expanding the global presence of Korea's advanced medical system and health industry as a whole."
