Mr. Moon-Kyu Bang is the 21st Chairman & President of the Export-Import Bank of Korea, officially taking office on October 30, 2019.

Since he commenced his public service career in 1985, Mr. Bang gained both theoretical and practical expertise while serving in his various positions in the Korean government, as well as his recent position as chair-professor at Institute of Convergence Science of Korea University.

During his term as Vice Minister of the Ministry of Strategy and Finance, Deputy Minister for Budget, and Director General for Budget Coordination and Social Affairs Budget, he has led fiscal policies that maximized economic efficiency responding to the uncertainty of global economy. Especially, when there was delay in economic recovery strained by 2010 European debt crisis, he has taken strong initiatives to boost economic growth through timely implementing fiscal stimulus measures.

In addition, Mr. Bang served as Senior Public Sector Specialist at the International Bank for Reconstruction and Development (IBRD). He showed intellectual leadership in policy dialogue, underscoring the importance of public-private partnership in supporting developing countries and managing resources effectively.

Serving as Vice Minister of Ministry of Health and Welfare from 2015 and 2017, Mr. Bang is known to have laid a strong foundation for the globalization of Korea’s healthcare industry. In this role, he focused on enhancing the competitiveness of the industry through promoting R&D investment and facilitating overseas expansion. Particularly, he executed policies to bring the widespread use of big data in the healthcare industry and help Korea’s advanced medical technologies reach out to developing countries in response to the 4th industrial revolution.

Born in 1962, Mr. Bang obtained a bachelor’s degree in English Literature from Seoul National University and a master’s degree in Public Administration from Harvard Kennedy School. He completed Ph.D. in Public Administration at Sungkyunkwan University in 2009.
