Experts on Development Aid Gathered in Seoul

□ On September 30, Korea Eximbank (www.koreaexim.go.kr, Chairman & President Yong Hwan Kim) and the Ministry of Strategy and Finance co-hosted a workshop on development effectiveness under the theme of “Growth and Aid” at the Sheraton Walkerhill, Seoul.

□ This event was held prior to the Fourth High Level Forum on Aid Effectiveness, which will be held for three days starting on Nov. 29 at BEXCO in Busan, and was attended by over 100 representatives of ten major development cooperation institutions such as Japan International Cooperation Agency(JICA), Kreditanstalt für Wiederaufbau (KfW) of Germany, and Agence Française de Développement (AFD) of France.

□ In his welcoming speech, Deputy President Dong-soo Park of Korea Eximbank stated, "It is a great pleasure to be discussing G20 development agendas with development aid experts from around the world ahead of the Fourth High Level Forum on Aid Effectiveness. I hope in-depth discussions on recent trends in development cooperation can contribute to formulating effective strategies which can truly assist developing nations."

□ During the workshop, the role of aid provided by international development cooperation institutions in the economic growth of developing nations was discussed in-depth by workshop presenters.

○ Hiroto Arakawa, Special Advisor for JICA, stressed, "We must take a serious look at how the international society can truly assist developing nations. Just as the JICA-Gate Foundation assisted Pakistan, we must find innovative measures to secure resources for greater development effectiveness.

** The JICA-Gates Foundation cooperative model: If the Pakistan project in the areas of vaccines, public health, etc. supported by JICA loans is assessed to have been completed satisfactorily, the Gates Foundation repays the loans on behalf of the Pakistan government.

○ Hong Viet Khang, Department Director of the Planning and Investment Ministry of Vietnam pointed out, "In order to lower developing nations’ dependence on aid, we must first strengthen internal capabilities. In order to effectively promote sustainable growth of developing nations through aid, the international community should make greater efforts to alleviating inequality and the gap between the rich and the poor.
